Lack of conservation facilities, and habitat destruction by farmers, lack of strong environmental management, lack of efficient and motivated human resources and lack of popular participation, lack of deterrence and defects of some laws and regulations, including cases that are on regional environmental issues added financial and moral damage suffered many governments and even people in the region, therefore, offering practical suggestions can be reduce problems and challenges in order to optimize management practices . در مناطق تحت حفاظت، قانون‌ها و مقرراتی جاری است که از آن می‌توان به رژیم حقوقی خاص این مناطق نام برد، البته اعمال این قانون‌ها و رژیم حقوقی خاص مانع از اجرای قانون‌های عام تر نخواهد شد، بلکه این مسئله مؤید این نکته است که افزون بر قانون‌های عام در مناطق مذکور قانون‌های خاص که صرفاٌ در این مناطق مورد اعمال است رژیم حقوقی را تشکیل می‌دهند. این قانون‌ها مرتبط به امور صلاحیتی سازمان حفاظت محیط زیست، شکار و صید، تخریب و تجاوز به اراضی ملی، تعلیف غیر مجاز دام، استقرار، اکتشاف و بهره برداری از صنعت و معدن است. با وجود مزایایی که وضعیت حیات وحش این منطقه را متمایز می‌کند، عوامل متعددی باعث بروز برخی از چالش‌های حقوقی و اجرایی در این مناطق شده و در پاره‌ای موارد خسارت‌های غیر قابل جبرانی را در پی دارد، به‌طوری‌که سیر پرونده‌های حقوقی مسیری پر تلاطم با دامنه وسیع بوده که روند در معرض خطر بودن و نابودی حیات وحش را در آینده به تصویر می‌کشد. کمبود امکانات و تجهیزات حفاظتی، تخریب زیستگاه توسط کشاورزان، نبود مدیریت قوی زیست محیطی،کمبود نیروی انسانی کارامد و با انگیزه و همچنین عدم مشارکت مردمی، عدم بازدارندگی و نقص برخی از قانون‌ها و مقررات از جمله مواردی هستند که بر معضلات محیط زیست منطقه افزوده و زیان‌های مالی و معنوی بسیاری را بر دولت و حتی مردم منطقه تحمیل کرده است، بنابراین می‌توان از معضلات و چالش‌های موجود به‌منظور اعمال مدیریت بهینه در قالب برخی از راهکارها کاست. https://jes.ut.ac.ir/article_29100_ac9dab4e2a08d5e2c595cbbf45c5cc78.pdf
